为改善建筑业严峻的安全生产形势,使建筑企业明晰自身安全管理现状与合理的改进方向,在注重安全管理可持续发展,分析和研究伯克利项目管理成熟度模型(PM(2))和系统工程能力成熟度模型(SE-CMM)的基础上,建立企业安全管理能力成熟度评价指标体系。运用网络层次分析法(ANP),在考虑各级指标间关联性的基础上确定其客观权重。将三元区间数作为评判描述语言,以提高指标初始评分的保真性,从而建立建筑企业安全管理能力成熟度评价模型。将该模型应用于西安市某建筑企业。结果表明,该企业安全教育培训制度及执行,文档与信息管理,市场环境变化应对能力等3项指标成熟度评分较低,评估结果与实际情况相符。
In order to clarify current safety management and improvement direction for construction enter- prises in challenging circumstances, a safety management capability maturity evaluation index system was established for construction enterprises on the basis of emphasizing sustainable development of safety man- agement capability and analyzing Berkeley PM (2) and SE-CMM. Then objective weights of the indexes were defined by applying ANP with interactions between the indexes being taken into account. Finally, a safety management capability maturity evaluation model was built for construction enterprises, for which ternary interval numbers were taken as judgement descriptive language The model was applied to a certain construction enterprise in Xi'an, China. The results show that less mature elements of the capability are safety education, document information management and market change adaptability, which conforms to the reality.
