[目的/意义]从安全信息处理与事件链原理出发开展系统安全行为模型研究,对明晰安全信息与安全行为之间的互为关系及促进系统行为安全管理研究向纵深发展具有重要理论意义,对提升系统行为安全管理水平与促进系统安全管理实现“信息化”具有较强的实践意义。[方法/过程]根据信宿处理信息的一般步骤,构造安全信息处理的“3-3-1”通用模型,并在此基础上,结合事件链原理,构建系统安全行为模型。同时,根据所构建的系统安全行为模型,运用回溯性分析方法,提出系统安全行为失误分析及防控方法,并分析其完整的实施步骤。[结果/结论]研究发现,安全信息处理的“3-3-1”通用模型的主体部分是系统之中的安全信宿处理安全信息的主体过程,其可阐明安全信息对系统之中的安全信宿的安全行为的影响机理;基于安全信息处理与事件链原理的系统安全行为模型可阐明个体人、组织人与系统3个层面的安全行为作用机理,并可根据它提出系统安全行为失误分析及防控方法。
[ Purpose/Significance] Research on system's safety behavior model based on the cognitive safety information processing and chain-of-events is of great theoretical significance for a clear comprehension of the relation between safety information and safety behavior and the further development of system's behavior-based safety (BBS) management, and of practical significance for improving system's BBS management and informationizing system's safety management. [ Method/Process] This paper constructs a general "3-3-1" model of cognitive safety information according to the general steps of cognitive information, and builds a system's safety behavior model based on general "3-3-1" model of cognitive safety information processing and chain-of-events. Meanwhile, based on this system's safety be- havior model, the paper puts forward the analysis and prevention method of system's safety behavior error by retrospective analysis meth- od, and interprets its perfect implementation steps. [ Result/Conduslon ] The results show that the main body of the general "3-3-1" model of cognitive safety information processing is the core process of the information-processing of system's safety information sinks, and the general "3-3 - 1" model of cognitive safety information processing can clearly clarify the influence mechanism of safety information on safety behavior of system's safety information sinks. Furthermore, system's safety behavior model based on cognitive safety information processing and chain-of-events can clearly clarify the mechanism of the effect of safety behavior from the three layers of individual, organization and system, and the analysis and prevention method of system's safety behavior error can be proposed based on it.
