为了减少和预防煤矿救援事故的发生,采用事故统计与分析的方法对煤矿应急救援过程中发生的事故进行了研究。对2000—2015年间发生的25起较大及以上救援事故进行研究,结果表明:导致事故的主要作业类型为瓦斯爆炸事故救援和火灾事故救援,造成人员伤亡的主要原因是中毒窒息和爆炸波冲击。为了进一步发现煤矿救援事故中具体原因,以事故致因"2-4"模型为分析工具,对描述较详细的12起事故中的不安全动作原因进行研究,结果表明:减少不安全动作的首要任务是治理违章动作;治理违章首先要减少操作中"进入灾区所带装备不足"和指挥中"未制定严密处理方案和安全技术措施"等高频不安全动作。
In order to reduce and prevent coal mine rescue accident,accident statistics and analysis was carried out to study the accidents in coal mine emergency rescue.25 serious rescue accidents in 2000-2015 were studied.The result shows that,the major action types causing accidents are gas explosion accident rescue and fire accident rescue,and the main cause of casualties is suffocating and explosion shock.In order to find out the specific reasons for the accidents in coal mine rescue,"2-4"model was applied to study the unsafe act in 12 accidents.Results show that the top priority to reduce unsafe actions is to control the illegal action,which requires reduction of high frequency unsafe actions including"entering disaster area without adequate equipment"in the illegal operation,and"ignorance of formulating strict treatment plan and safety technical measures"in illegally directing.
