为明晰组织安全文化建设的基础性问题及方法论,从而为组织安全文化建设提供理论依据与方法指导,本文对组织安全文化建设的基础性问题及方法论开展系统研究。首先,运用文献分析法与归纳法,提出组织安全文化建设的定义,并分析其内涵。其次,提炼与分析组织安全文化建设的基本原则、启动时机、切入点,并详细论述组织安全文化建设的基本程序。最后,提出组织安全文化建设的基本方法。研究发现,组织安全文化建设的基本程序主要包括调查研究、定格设计、实践巩固与完善提高4个环节.组织安全文化建设的基本方法主要有行为规范法、氛围营造法与事件启迪法等8种。
In order to have a clear comprehension about the basic issues and methodology of developing organizational safety culture and provide the theoretical basis and method guidance for developing organizational safety culture, this paper studies the basic issues and methodology of developing organizational safety culture. Firstly, by the literature analysis method and in- duction method, the definition of the developing organizational safety culture is proposed, and its connotations are analyzed. Secondly, the basic principles, starting times and pointcuts of developing organizational safety culture are abstracted and analyzed, and the basic program of developing organizational safety culture is discussed in detail. Lastly, the basic methods of developing organizational safety culture are put forward. The results show that the basic program of developing organiza- tional safety culture includes four stages, i.e., investigation, designing, practice-consolidation and improvement. Meanwhile, there are eight methods for developing organizational safety culture, such as behavior regulations, making atmosphere, event enlightenment and so on.
