There appears industrial agglomeration in the economic growth of Yangtze Delta and Pearl Delta. Industrial agglomeration needs professional human capital as its basis, which not only influences the forming of industrial agglomeration but also becomes the foundation of innovation advantages. In the mean time, industrial agglomeration brings ＂push effect＂ as well as ＂pull effect＂, and enhances the universality of professional human capital as well as the exclusiveness of specially professional human capital, and promoting investment by government, enterprises and individuals. Tradition of commodity economy in Yangtze Delta and Pearl Delta offers preparation for professional human capital as well as abundant entrepreneur resources. At the same time, traditional industrial agglomerations in these regions also cultivate a number of human capitals. Industrial agglomeration promotes the development of local education, especially professional education, and cultivates a lot of professional human capital via ＂learning by doing＂.
