英文摘要：

Recently, China adjusted the original city size classification criteria substantially, which has aroused great concern in the community and experts and scholars. Based on the interpretation of the background and significance of city size classification criteria adjustment, it highlighted to alert to adverse response of the adjusted standard, including a new round of area effect of planning and adjustment, expanding the city of administration to upgrade, the main features of disordered regions, intensifies of regional imbalances, concentrated outbreak of urban problems, and decrease of public happiness index, which have seriously affected the successful implementation of China＇s new town. So, this paper puts forward the countermeasures to promote the healthy and orderly urban scale： based on improving the planning, construction, management, taking equal and harmonious city concept to create a favorable atmosphere for the scientific development, in order to improve the strict regulatory policy to constraint sprawl impulse, institutional mechanisms of reform and innovation help the formation of urban virtuous circle.
