阿克苏河是中国和吉尔吉斯斯坦之间的一条重要跨界河流。近几年来,吉尔吉斯斯坦开始着手进行萨雷扎兹河的水利工程建设,为地处该河流流域下游的我国敲响了警钟。吉方在上游进行水利工程开发可能会对处于下游的我国干旱内陆区阿克苏河流域乃至塔里木河流域的水资源、生态、环境、经济产业、水库运行等产生一系列不利影响。文中在介绍吉尔吉斯斯坦境内水资源开发状况的基础上,分析了吉尔吉斯斯坦在典型跨界河流锡尔河上的开发及其与其他中亚国家间的跨界水矛盾;根据吉方在阿克苏河上游进行水资源开发的历史规划和现状动态,预估了其可能对我国产生的各种不利影响。结果认为我国应关注吉尔吉斯斯坦在中亚地区其他跨界河流上的开发政策,并吸取中亚地区其他跨界河流下游国家的教训;我国应该高度重视吉尔吉斯斯坦在阿克苏河上游进行水电开发动态及其可能对我国阿克苏河和塔里木河流域造成的诸多不利影响,在系统全面评估阿克苏河上游水电开发影响的基础上尽早提出应对策略。
Aksu riverr,located in the inland arid region in Central Asia,is an important transboundary river between Kyrgyzstan and China. In recent years,Kyrgyzstan is embarking on water conservancy project construction at the Sary- Jaz River( one of upstream branches of the Aksu river),which is a wake- up call to the downstream country,China. Kyrgyzstan's development in the upstream of the Aksu river will cause a series of adverse impacts,including water resources,ecology,environment,economy business and reservoir operation,on the Aksu river and the Tarim river in China territory. Based on introduction of the general development situation of water resources in Kyrgyzstan territory,the present study analyzed the transboundary conflicts between upstream and downstream countries in one of the typical tranboundary rivers in Central Asia,Syr Darya River. Besides,close attention was put on the potential adverse impacts of the existing and planning water conservancy projects on the Sary- Jaz River in Kyrgyzstan on the downstream China based on the analyses of Kyrgyzstan's development dynamic progress of this river. Results showed that on the one hand,China should concern the development strategy of Kyrgyzstan on transboundary rivers in Central Asia,and learn a lesson from other downstream countries in Central Asia. On the other hand,China should pay high attention to Kyrgyzstan's water development dynamics in the upstream of Aksu river basin,and the induced various adverse impacts to China. It is an urgent need for China to put forward the coping strategies on the basis of the systemic and comprehensive assessments of the overseas water development in Aksu river basin.
