基础研究是整个科技活动及创新的基础和源泉，也是提升国家经济实力与国际竞争力的重要支撑。基础研究投入强度是反映我国R＆D投入强度的一个重要依据。我国基础研究投入呈逐年增长趋势，但与国外部分发达国家相比，仍存在结构不合理、投入力度不够等问题。根据科技发展战略和有关指标，对我国未来基础研究投入目标强度进行测算，并提出相关建议。
英文摘要：
Fundamental research is not only the resource of S＆T activities and innovations, but also the important supportting of promoting national economy and international competence. The inputting intensity of fundamental research is an important foundation that can reflect our country＇ s R＆D inputting intensity. Fundamental research inputting is increasing every year, but there are many questions such as its unreasonable structure, insufficent of fundamental research inputting. On the basis of the S＆T development strategy and other relevant indexes, this paper estimates our country＇ s target intensity of fundamental research inputting in future, and puts forward some countmeasures how to achieve the target intensity of fundamental research inputting.
