基础研究投入是R＆D和整个科技活动及创新的基础和源泉，对经济和社会发展都具有十分重要的作用并产生重大影响。对我国基础研究投入现状进行总结，分析了基础研究投入带来的多元溢出效应，最后以柯布一道格拉斯生产函数为前提，构建出基础研究投入中各种溢出效应的度量模型。
英文摘要：
Basic research is the basis and source for R＆D and scientific and technological activities and innovation. It is very important for the development of economy and society. First, the paper summarizes the present conditions of our countries basic research, secondly the paper analyses the multi-spillovers effect of basic research, and puts forward the measurement model for muhi-spillovers effect of basic research on the base of the Cobb-Douglas production function at last. This is basis for studying the spillovers effect of basic research further more.
