英文摘要：
Based on the brief review to the theory of the regional science and technology innovation, establishes the integrated evaluation index system of the science and technology innovation capacity from two aspects of the input and output of science and technology. And utilizes gray incidence analysis method to comprehensively evaluate the science and technology innovation capacity of the eight regions which we have elected. Through the contrastive analysis, discovers the differences in science and technology innovation capacity of all provinces and provides the countermeasure.
