发展低碳经济受到诸多外部因素的影响,其中,科学技术水平的提升对促进低碳经济发展又起到关键作用,即低碳经济发展与科技水平提升存在动态关联。本文以影响低碳经济发展的科学技术因素为切入点,结合关联函数计算方法和可拓理论,构建了低碳经济与科学技术动态关联评价的"投入-产出-发展-潜力(Input-Output-Develop Potential,IODP)"概念模型。利用此模型对中国历史年份(2002-2012年)低碳经济与科学技术动态关联水平进行纵向评估,并对其未来年份(2016年)发展状况进行预测。研究结论:2002至2012年,中国低碳经济与科学技术动态关联水平从"中等"状态到"较强"状态,呈现不断提升的趋势,但均处于"强"状态以下。2016年动态关联水平达到"强"水平,但存在国家级科技成果奖、教育新增固定资产量与科研教育平均工资水平过低等短板因素,影响低碳经济发展水平的进一步提升。
The rapid development of science and technology lead to the development of low - carbon economy progress, and this is one of the important measures to carry out the sustainable development. In the perspective of factors influencing the low carbon economy development of science and technology, combined with the correlation function method and the extension theory to build the dynamic relation between science, technology and low carbon economy evaluation of "Input - Output - Development - Potential" ( IODP } conceptual model. Using this model to evaluate the associated level of 2002 - 2012, and predicted the associated level of 2016. The study found that dy- namic relation between 2002 and 2012 of the nation' s level from the "modest" status to "higher" state,and pres- ented a rising trend,but they did not meet "strong" state. The associated level of 2016 would have reached the level of the "strong", but there were short factors such as fewer national science and technology achievement award item and education in new fixed assets amount and average wage education level were too low, and would influence to fur- ther improve low -carbon economy development level.
