For the problem of involving in many enterprises,responsibility and right intricate and the issue of conflict between the economic benefits through the energy and resource utilization in the industrial park,we establish the evolutionary game model of the relations of cooperation be-tween enterprises through the evolutionary game theory,analyte the dynamic evolution of the all enterprises in the process of promoting circular economy,and pay attention to some parameter changes and control method which can affect the behavior of system evolution,such as the excess economic benefits in the business cooperation,the energy and resources circulation service abili-ty,the cooperation required initial cost and the corporate discount factor and so on,and then put forward suggestions on related work according to the results of model analysis.
