This paper investigates the preservation and regeneration of industrial heritage in light of appropriation of land-use rights as a current trend. It reviews the evolution of the system of appropriation of land-use right from a historical view and reveals that the effects of preservation and regeneration of industrial heritage are largely determined by the way the appropriated industrial land as allocated by the state is dealt with, in the process of state-owned enterprise reform.
