在我国目前有关特殊教育的法律法规中,自闭症儿童没有被明确地纳入特殊教育对象中。将自闭症儿童列为法定特殊教育对象具有现实的紧迫性。受教育权是自闭症儿童生存和发展的基本权利,保障自闭症儿童受教育权是教育公平的体现。针对当前自闭症儿童未被列入特殊教育法定对象而带来的诸多问题,建议采取切实措施,加强和改进自闭症儿童教育工作:(1)贯彻纲要精神,更新教育理念;(2)通过特教立法加强各部门的统筹协调;(3)摸清底数,在特殊教育经费中将自闭症儿童经费单列;(4)大力营造有利于接纳自闭症儿童的和谐社会氛围。
The autistic Children haven’t been included as special educational objects.It is an urgent problem to recognize the autistic children as special educational objects.The right of receiving education is the fundamental right for the autistic children to survive and develop themselves.And it reflects educational equity to protect the right of receiving education for the autistic children.That the autistic children are not included in the legal objects of special education leads to many problems.It is recommended to take practical measures to strengthen and improve the education of the autistic children:(1) Implement the spirits of the outline,and update the educational idea;(2) Strengthen the co-ordination of the departments through the legislation of special education;(3)Find out the base number and separate the funding for the autistic children from the whole special education funding;(4) Try our best to create a harmonious social atmosphere that is helpful for people to accept the autistic children.
