通过对"十一五"期间我国特殊教育发展各项指标的分析,探讨我国特殊教育发展的成就与不足。研究发现:(1)残疾儿童入学率持续上升,但特殊教育仍是基础教育的薄弱环节;(2)残疾儿童入学途径总体上符合特殊教育发展格局要求;(3)各类残疾学生教育发展不平衡,部分残疾儿童入学困难;(4)特殊教育教师队伍建设亟待加强;(5)特殊教育经费投入总量持续增长,但存在结构不平衡问题。
By means of analyzing the various indexes of special education development during the period of 11 th Five - Year Plan, the paper discusses its achievement and deficiency in the following aspects: 1. The enrollment of disabled students is increasing continuously, but special education is still the weak link of basic education. 2. The ways of enrollment meet the demand for spe- cial education development pattern. 3. The development of education for different kinds of disabled students is imbalanced, and it is difficult to go to school for some disabled children. 4. The building of special teachers is urgently enhanced. 5. The total of spe- cial education investment continues to rise, but there exists a structural imbalance.
