By means of analyzing the various indexes of special education development during the period of 11 th Five - Year Plan, the paper discusses its achievement and deficiency in the following aspects： 1. The enrollment of disabled students is increasing continuously, but special education is still the weak link of basic education. 2. The ways of enrollment meet the demand for spe- cial education development pattern. 3. The development of education for different kinds of disabled students is imbalanced, and it is difficult to go to school for some disabled children. 4. The building of special teachers is urgently enhanced. 5. The total of spe- cial education investment continues to rise, but there exists a structural imbalance.
