“十三五”为中国经济指明新常态发展方向的同时,也对高教提出争创世界双“一流”(一流大学、一流学科)的发展要求。基于上述背景,文章首先从中外高校图书馆新常态理论研究与实践探索比较入手,继而以“211工程”大学116所图书馆为考察对象,检视分析图书馆新常态建设方面存在的问题,在指出新常态是一种理念、状态与机制的基础上,凝练图书馆新常态内涵并提出推动图书馆新常态实现的建构策略。
:"The 13th Five-Year Plan" has guided the development direction of new normal for China's economy, and also raised the requirements for higher education to construct the world's double "First-class"(first-class discipline and first-class university)universities. Based on the above background, this paper compared the theory research and practice exploration on university libraries’ new normal, and then reviewed and analyzed the existing problems in the new normal construction by taking 116 libraries in “211 project” universities as objects, and finally pointed out that new normal was a construction strategy based on its concept, condition and mechanism, to condense the new normal connotation of library and propose the realization of new normal library.
