图书馆是知识传播的一个重要发生场所,传播知识、造福人类是图书馆的一项重要使命,更是图书馆的一项重要权利。随着社会的法制化建设以及公民权利意识的觉醒,理清图书馆知识传播过程中的责任对保护知识产权,促进知识传播和知识创新具有极为重要的作用。文章主要探讨图书馆知识传播过程中所涉及到的政府责任、图书馆责任、用户责任和知识产权人责任等四个方面的问题。

An library is an important place of knowledge dissemination,disseminating knowledge and benefiting the human are not only an important mission for the library,but also an important right of the library.With the development of social legalization and awareness of civil rights,making clear the responsibility of knowledge dissemination of library has an important role on protecting the intellectual property,promoting the knowledge spread and innovating knowledge.This paper mainly discusses four problems in the process of knowledge dissemination,they are government＇s responsibility,library＇s responsibility,library-user＇s responsibility and intellectual property-owner＇s responsibility.
