梳理全球数字连续性的行动概况有助于完善文件连续体等相关理论，也为向中国这样面临数字与社会转型的国家与地区提供信息管理的实践参照。文章以英国、新西兰、澳大利亚、美国这4个在全球引领数字连续性的国家为对象，通过其政策以文本分析法和比较法探讨各国对数字连续性的定位、具体规划以及特征；通过对比分析，认为中国的数字连续性可从树立全程管理意识、构建信息治理框架、建立协同机制以及立足本土以全球化视野布局顶层设计这4个方面从已有的全球行动中予以借鉴。

Combing global actions of digital continuity could contribute to theoretical improvement related to text continuity and provide practical references of information management for countries and regions like China, who faces digital and social transformation. Therefore, the paper takes policies of UK, New Zealand, Australia and US as examples to discuss their global overview of digital continuity positioning, specific plans and characteristics by discourse analysis and comparison. Based on the above analysis, the paper proposes that good digital continuity for China should include whole process management consciousness, information governance framework, collaboration system, and global top design based on local.
