From a historical perspective and the development insight, digital archives in the future will contain a lot of digital resources. But how to maximize these digital collections to develop and serve the public, archives staff are always well to cast an anchor to windward. A large number of high-quality, full featured digital collections of cultural resources can provide materials on cultural industry,digital content, community education and those related industries. This paper describes and analyzes developing experience of Taiwan e-Learning and Digital Archives Program （TELDAP）as well as possible solutions and recommendations on China＇s future industrial development model of digital archives.
