在“蓝海战略”思想指导下，尝试将“蓝海战略”的核心思想与竞争思想进行融合，研究能源竞争力问题。首先，构建了基于“蓝海战略”的能源竞争力评价指标体系，该指标体系综合考虑了能源、经济、环境3方面因素，根据各个二级指标构建了9个三级指标，最终选定了19个四级指标，能够客观反映能源竞争力的具体情况；其次，介绍了赋权方法中的G2法，利用该方法确定了各个指标的权重；最后，提出利用线性加权方法对能源竞争力进行评价。
英文摘要：
Blue ocean strategy and competitiveness theory are tried to integrated with the guidance of blue ocean strategy, and energy competitiveness is studied. It is not only the extension of blue ocean strategy, but also an innovation on the study of energy competitiveness. Firstly, it builds an energy competitive evaluation index system based on blue ocean strategy under certain principle instruction, which comprehensively takes energy, economy and environment into consideration. According to each two-level index, 9 three-level indexes are constructed, 19 four-level indexes to reflect the specific circumstances of energy competitiveness objectively are selected. Then, a subjective weight method called G2 is introduced and chosen to figure out its weight. The evaluation model is put forward in the end.
