Directed by State Council＇s Guiding Ideology to Improve Health Service in Urban Communities, system dynamics modeling methods were applied to analyze the historic transformation of urban health service system, Separation of structure and function in the new two -level urban health service system was investigated and its behavioral characteristics were predicted. The structure evo- lution and motive powers of health system must be further studied so as to provide advisable guidance for deepening health reforms.
