According to the development object of health service ＂integration of urban and rural areas＂ and the trend of urban health net of ＂community and hospital＂, the responsibilities of three organization of rural health service system become clearer than before. In this system, the township health center will act as ＂community＂ . This article elaborates the function of township health centers under the background of integration of urban and rural areas, analyses the main problems of its operational process and puts forward the countermeasures.
