Reviewing the development course of small towns in China, we can see industrial clusters have played the extremely vital role in small towns construction： the industrial clusters are basic motivate power of small towns＇emergence and development; they have promoted the whole development level of small towns; they have impelled the regional economy development of small towns; they have provided fund safeguard for the small towns construction and so on. From now on, small towns developing industry clusters will have to pay attention to the followings ： the unified plan; strengthening the management; the function construction of small towns should change from attaching importance to ＂the infrastructure function＂ construction to attaching importance to ＂the essential factor gathering function＂ construction of the towns; enhancing the technical content of industrial clusters of small towns; increasing industry development type of small towns ; enhancing the innovation ability of industrial clusters ; enhancing brand and SO Oil. of the clusters enterprises ; strengthening environmental protection in small towns of industrial clusters
