创新型集群的主要竞争优势表现为“创新优势”，而创新优势的大小又取决于其组织结构和内部运行机制。在分析创新型集群组织结构构成要素的基础上，尝试应用网络理论构建创新型集群组织结构的一般耦合模型，并剖析卫星式、轴辐式和多中心三种创新型集群组织结构的核心网络特征、耦合条件及所适用产业的特征，可以为培育创新型集群提供理论依据和新的思路。

The primary competition superiority of innovation- based clusters represents innovational superiority, which lies on the organization structure and the inner running mechanism. Based on the analysis of organization structural composing elements of innovation- based clusters, this paper attempts to apply the network theory to build the organization structural generic coupling model of innovation - based clusters. And the characteristics of core network, the coupling condition and the characteristics of industry in point of the organization structure of secondary planet, radicalization and more centers innovation - based clusters are taken apart. All provide academic gist and new thought for the cultivation of innovation- based clusters.
