针对全球价值链发展的现状，以及我国地方产业集群所面临的挑战与机遇，基于技术和文化两个维度，从中小企业集群和大企业集团互动的视角，将全球价值链治理模式分为市场式、模块式、关系式和集群创新式四种类型；进一步的，对于集群式创新的实现过程进行了深入阐述，指出企业集团通过集群式创新的实施，可以有效地促进地方产业集群的升级。
英文摘要：
Aiming at the present development situation of global value chain, and the challenges and opportunities that Chinese local industrial clusters are faced with, this paper divides the modes of governance of global value chain into four types-market, modular, relational and clustering innovative, based on the two dimensions-technology and culture, and interaction between SMEs （small and medium-sized enterprises） and large enterprise groups. Furthermore, it makes a further study on the process of realizing clustering innovation, and points out that enterprise groups may effectively upgrade local industrial clustering by clustering innovation.
