From the perspective of business agglomeration, headquarters economy is a kind of assembly economy formed by the functional groups of enterprise headquarters spatially and geographically. Headquarters agglomeration is the top form of enterprise agglomeration, it has a higher demand for a city＇s economic situation, people of talent, finance and infrastructure. Therefore, the headquarters agglomeration should be developed in its particular way. For example, the strategy of agglomerate initiation must be carried out, the headquarters agglomeration and local agglomeration should be connected closely, the local social and cultural environment should be nurtured, and so on.
