随着社会经济的发展,节能减排工作已成为重中之重.如何在节能减排工作中分析区域的节能潜力成为关键点.本文基于全要素能源效率构建不同节能目标下的动态评价模型评估节能潜力,并以我国各省市2010—2014年的实际数据做定性和定量分析,同时对我国不同区域进行横向和纵向分析.根据分析的结果,针对区域节能潜力的不同,提出了差别化的节能政策和节能目标,并从影响节能潜力的因素着手提出合理的建议.
英文摘要：
With the development of the society and the economy,energy-saving and emissions reductions have become a top priority.Analyzing the energy-saving potential in the energy-saving and emission reduction efforts has become crucial.Based on the total-factor energy efficiency,a dynamic evaluation model was built under different energy-saving targets.Using this model,we assessed energy-saving potential in various provinces and cities in China through qualitative and quantitative analyses of the actual data from 2010 to 2014.We also conducted horizontal and vertical analyses of different regions in China.Based on the analysis results and in light of the differences in energy-saving potentials of different regions,we proposed differentiated policies and energy-saving goals and some rational suggestions.
