本文以基准地价政策为例,评价地价公示政策在我国的实施效果并发现存在的问题。基于对全国105个主要地价监测城市的问卷调查数据,采用管理熵和管理耗散模型进行评价。以基准地价为代表的地价公示政策基本实现了预定目标,社会效果大于经济效果,西部地区的经济和社会效果相对较好,东部地区的行政效果最明显,综合效果呈现区域差异,西部大于东部和中部。但是,以基准地价为代表的地价公示政策仍存在地价公示体系不完整、基准地价更新滞后等问题,对此,本文提出了完善建议。
The purpose of this study is to evaluate the implementation effects of Published land price policy,especially the demarcated land price policy,and find out the existing problems.The management entropy and dissipative model are employed as well as a survey data from 105 land price monitoring cities.This study suggests that the expected goals of Published land price policy represented by demarcated land price policy are achieved basically.The policy‘s social effects are better than the economic effects.The economic effects and social effects in west china are better relatively.The administrative effects in east china are the most remarkable.The comprehensive effects show the regional difference,which are better in west china than in east and middle china.However,there are still some problems in Published land price system such as the system‘s incompleteness,the updating lag and so on.
