为了克服传统土地评标方法主观性强的缺点,利用模糊偏好关系矩阵的基本原理和方法,对集结算子C-I-OWA进行了改进,提出了DC-IOWA复合算子,并将其应用到土地出让评标环节之中,构建了土地评标的方法和步骤,对提出的土地评标方法进行了算例演示.结果表明,该方法较好地克服了当前土地评标方法中存在的主观性大等缺点,能全面反映土地投标商的整体实力,提高了土地评标的效率和公正性.
To overcome the subjectivity of current land biding evaluation, based on fuzzy preference relation, DC-IOWA hybrid operator is proposed by improving the C-IOWA operator and introducing into biding evaluation in the process of land remising, method and the procedure of land biding evaluation are also presented. Numeric examples are introduced to illustrate the application of the method, which has shown that the method can overcome the current drawback of subjectivity of land evaluation, and can reflect objectively the overall strength of the bidders so as to improve the efficiency and equity of land biding evaluation.
