对高速公路的社会效益进行综合评价，对于加快我国高速公路建设具有重要的促进作用。根据BOT高速公路的特点，遵循科学性、整体性、独立性和可操作性原则，构建了BOT高速公路社会效益评价体系，并利用BOT高速公路社会效益综合评价的模糊物元模型，对BOT高速公路社会效益进行了综合评价与实证分析。结果表明，该方法简便、易行，适应于BOT项目的社会效益评价，为开展BOT项目社会效益的长效监控提供了理论支撑。
英文摘要：
The comprehensive evaluation for social benefits of expressway has an important role in promoting the develop- ment of expressway. Based on the characteristics of build-operate-transfer （BOT） expressway, following the principles of scientific, integrited, independent and operational, this paper built a social benefits index system for BOT expressway, Then the comprehensive evaluation method based on the fuzzy matter-element analysis was brought forwand trying to analyze the social benefits of BOT expressway. And then, a case study was presented executed by taking BOT expressway as an ex- ample. The research results reveal that the method can efficiently evaluate the social benefits of the BOT expressway of so- cial benefits. So it can provide refence for the long-term social benefits monitoring of BOT projects.
