英文摘要：
This paper analyzes the complete information dynamic game between the private consortium and government in BOT（build-operate-transfer） highway construction and operation,and studies the impacts of exclusive conditions and different time values of travelers on road pricing and social welfare in construction of highway.Research results indicate that the toll road can bring benefits to society when the private company is in pursuit of maximizing his own profit.And the results of theoretical analysis show that the influence of the exclusive conditions on the price of the toll road and social welfare varies with the number of high income travelers,so the government should award the concessions with discretion.
