随着事业单位改革的不断深入和人们权利意识的逐步提高,事业单位中过去不曾存在或被掩盖的矛盾开始浮出、激化乃至被全社会所关注。作为事业单位群体的教科文卫体系统职工,其合法权益不仅可能受到与工作相关的职能部门的影响,还可能在生活方面与社会上各种群体发生利益冲突。但教科文卫体系统职工维权意识不强,职工维权集中在经济权益和民主参与权等方面,职工对工会又缺乏充分信任,维权路径和方法单一。为此,教科文卫体系统职工必须依法维权,强化个人维权的法律保护,转变工会维权思路,构建教科文卫体系统工会维权与个人维权的良性互动机制。
With the gradual improvement of the institution reform and people' s awareness of rights, workers in ESCH system as groups may be affected by work-related departments in terms of their legalrights and could have a conflict of interest with various groups in society in terms of life. But the fact is that ESCH workers do not have strong rights awareness and they usually focus on economic rights and democratic participation. Also ESCH work- ers do not have full trust on worker unions. Therefore, ESCH workers must protect their legal rights according to the law. Worker unions should change their working mood in protecting workers' rights. Law protection is to be strengthened when individuals conduct rights protection. Finally a benign interactive mechanism between the rights protection of unions and individuals is to be constructed.
