本文分析了新疆城镇化路径演化的特征：即重北轻南、重量轻质、重发展轻安全、市场机制发育不足而政府调控作用明显。指出新疆城镇化在功能定位、发展路径、行政体制背景等方面存在的特殊性,决定了新疆的城镇化进程必须更多地发挥政府的作用。提出新疆城镇化的政府调控路径,应加强政府财政对城镇化公共基础设施建设的投资、培育支柱产业、调整发展战略、协调好利益冲突与新疆城镇化的关系。

This paper analyzes the characteristics of urbanization＇s path evolution in Xinjiang： attention to the northern more than southern,attention to the quality more than quantity,attention to the development more than safety.The development of market mechanisms is insufficient,but the role of government regulation is significant.The urbanization in Xinjiang has specific characteristics,such as the function,development path and the administrative system background.The specific characteristics decide that the process of urbanization in Xinjiang must be more to play the role of government.Then it point out the government regulation path of urbanization in Xinjiang.Government should strengthen the financial investment in urban public infrastructure,cultivate pillar industries,adjust the development strategy,coordinate the relationship between conflict and interest and the urbanization of Xinjiang.
