文章通过对新疆城镇化和工业化发展水平的实证分析，得出新疆城镇化滞后于工业化发展水平的结论。新疆城镇化的滞后性发展导致新疆的工业化发展缺乏集聚效应和规模效应，直接影响到新疆的经济发展。文章提出了以工业化作为城镇化的内在动力，通过工业园区进行要素的聚集，采取中心城镇突破的战略，在全面整合区域力量的基础上推动新疆城镇化的发展，实现新疆城镇化与工业化的协调发展。
英文摘要：
This paper makes an empirical analysis on the level of development of Xinjiang＇s urbanization and industrialization, then comes out the conclusion： Xinjiang＇s urbanization level of development lags behind the industrialization. Xinjiang＇s urbanization lagging development led to the lack of concentration effect and scale effect in industrial development, which directly impacts Xinjiang＇s economic development. On this basis, This paper points out that the industrialization is the inherent power of urbanization, we could aggregate elements through the industrial park, adopt a strategy of central towns breakthrough, promote the development of urbanization at the basis of fully integrating regional strength in Xinjiang, so as to realize the coordinated development of Xinjiang＇s urbanization and industrialization.
