随着经济全球化的加速发展,我国区域经济一体化趋势日益明显,但其进一步发展却面临＂行政区行政＂的层层阻力。化解行政区行政与区域经济一体化矛盾的根本途径不在于行政区划的调整,而在于区域内地方政府管理体制改革,因为行政区经济的产生不在于行政区划本身,而在于行政区的＂行政＂。区域经济一体化实质上是区域经济协同发展,与其相应的地方政府管理体制是区域政治协同发展,区域政治协同为区域经济一体化提供强有力的体制机制保障。从现状来看,实现我国区域政治协同发展,必须创新区域行政立法方式、建立区域行政管理机构、建立和完善区域地方政府间行政协调机制。
英文摘要：
With the acceleration of economic globalization development,the trend of regional economic integration in China is be- coming more and more obvious, but its further development has been hindered by the resistance of ＂Administrative District＂. The basic approach to avoid contradictions between regional economic integration and administrative district doesn＇t rely on the adjustment of ad- ministrative division, but on the management system of local governments, because the formation of ＂Administrative Economy＂ lies not in the administrative area itself, but in its ＂administration＂. Regional economic integration, in essence, is synergetic development of regional economy, and the corresponding local government management system is the synergetic development of regional politics. Syner- getic development of politics can provide strong institutional mechanisms for regional economic integration. According to the current sit- uation, to carry out the reform of local government management systems and to realize synergetic development of regional politics in Chi- na is mainly in three aspects： first, innovating regional administrative legislation; second, setting up regional administrative organiza- tions ; third, improving the regional administrative coordination mechanism of local governments.
