研究目的:研究中国主要城市工业用地利用效率年度变化以及不同层面的地方政府竞争对其影响。研究方法:GIS方法与动态面板计量方法。研究结果:(1)中国各大中城市工业用地利用效率普遍不高,呈现出一定的空间差异性和不完全规律性分布,但城市之间效率差异在逐年缩小。(2)地方政府竞争的4个方面对促进工业用地利用效率有不同程度的影响。在东部和中西部地区之间,省会城市和其他城市之间地方政府竞争的影响存在一定的差异。(3)从投资来源看,内资企业的土地利用效率更容易受到政府的直接推动,港澳台资企业习惯于享受地方政府的土地价格优惠,外资企业则更倾向于在市场化程度更高的城市布局。研究结论:政府应在提高城市工业用地利用效率中发挥重要作用。
The purpose of this study is to investigate the annual change of Chinese major cities' industrial land use efficiency and to analyze how the different aspects of the local government competition affect this efficiency.GIS and dynamic panel econometrics methods were employed in this paper.The results indicate that 1)the efficiency of urban industrial land use is still low in major cities,and it presents some extent of spatial variations and irregular distribution,while the gap between cities is shrinking; 2)the four aspects of local government competition have diverse impact on enhancing the industrial land use efficiency,especially between the eastern region and others,between the capital city and other cities; 3)as for the source of investment,land use efficiency related to domestic enterprises are prone to be influenced by the direct promotion of government,Hong Kong,Macao and Taiwan-funded firms are used to enjoying the preferential land price that local government provided,while the foreign companies tend to located in cities which have a higher market degree.The paper concludes that government should play an important role in improving the efficiency of urban industrial land use.
