Based on the studies of agricultural water rights transfer , we introduced the regulations of public law for agricultural water rights transfer system and the construction of private law for agricultural water rights transfer , and put forward that：under the pattern of real right （a form of creditor＇s rights） change, the agricultural water rights transfer contract was the causal behavior of ag -ricultural water rights transfer , and it had a direct impact on the effectiveness of agricultural water rights transfer .The registration of agricultural water rights transfer was a key component of agricultural water rights transfer .The agricultural water rights change could not produce legal effects until the registration of agricultural water rights transfer was completed .
