水污染物排放许可制度经过多年发展,已成为我国水污染防治的核心制度之一,但该制度尚有许多不足之处,不能有效回应现实的需要,有待进一步完善。本文基于对水污染物排放许可制度历史沿革和立法现状的梳理,从行政法治和市场化两个维度审视该制度存在的问题,提出完善水污染物排放许可制度的建议：完善相关法律法规体系,统一许可实施主体,拓展许可适用范围,完善许可中的公共利益保护机制。
英文摘要：
Water pollutant emission licensing system has become one of the core system of our country＇s water pollution prevention and control after years of development.However,this system has many deficiencies,can not effectively respond to practical demand and needs further improving.Based on the analysis of the historical evolution and present legislation conditions,the paper discusses the existing problems from the two aspects of administrative legalization and marketization and puts forward the proposals to improve the water pollutant emission licensing system,like improving the relevant laws and regulations system, unifying the main body of license ,expanding the applicable scope of license ,and perfecting the public interest protection mechanism in the license.
