在对住房支付能力的内涵与类型、测度方法以及保障房准入标准等问题回顾的基础上,本文以保障房价格(销售价格和租赁价格)为切入点,考虑家庭住房支付能力,针对产权型保障房和租赁型保障房设计了各自的准入标准思路与方法。具体来讲,基于按揭贷款视角采用贷款月偿还额占家庭月收入合理比例方法来界定产权型保障房的保障覆盖范围;采用月租金额占家庭月收入合理比例方法来界定租赁型保障房的保障覆盖范围。然后以天津市不同类型的保障房为例,对本文设计的保障房准入思路与方法进行了应用研究。最后给出实现保障目标的政策建议。
In this paper,based on reviewing the content,type and measurement methods of housing affordability and the access standard of affordable housing,we take the price(sale price and rental price) of affordability housing as a starting point,and also take family housing affordability into consideration to design the idea and method of the access standard of property right type and rental type of affordable housing respectively.Specifically,we determine the security coverage of property right type of affordable housing based on the method of the rational proportion of monthly loan repayment in monthly family income,and determine the security coverage of rental type of affordable housing based on the method of the rational proportion of monthly rent in monthly family income.And then,we take the different types of affordable housing in Tianjin City as a case to apply the idea and method of access standard of affordability housing.Lastly,some policy suggestions are put forward to achieve security objective.
