In light of the serious situation of global warming, low-carbon economy has ascended to the history stage. Whether the construction of low carbon economy or not has a certain degree of controversy. The performance of the controversy is how to allocate emission reduction responsibility~ its core is carbon emissions reduction impact on economic development. Under the pressure of climate warming, the exhaustion of energy, reducing carbon emissions is the inevitable choice to solve the contradiction. We should build a low carbon economy, in order to achieve low carbon economic growth and realize the transformation of economic growth.
