水资源是西北干旱区经济发展的主要瓶颈，更是生态环境建设的关键性制约因素．本文以石羊河流域为例，从分析石羊河流域水资源开发利用现状及主要的水环境问题出发，得出石羊河流域生态环境建设必须要解决的问题是：农业结构调整、上下游之间用水矛盾的解决、大力改善水环境和加强生态建设；通过对石羊河流域水资源供需平衡与生态建设关系的分析得出该区生态环境建设必须以水资源合理利用为核心．
英文摘要：
The paper aims to introduce the author＇s investigation of the Shiyang river＇s environment problems and the proposals of the author on measures to be taken to solve the problems with the river. Shiyang river is one of the inland rivers in Hexi corridors in Gansu province, which plays a very important role in economic and social development of the area. Irrational use and development of the river has brought many environment problems with the river, such as the snow covering line moving up, the groundwater decline, water quality deterioration, soil desertification and Stalinization, etc. There are four issues which we must solve in future： the reform of farm＇s structure,the relationship between upstream and down-stream, how to elevate environment of water and how to meet ecological water.
