采用政府人力投入的经济指数、财力指数、市场化指数、面积指数、交通指数、通讯指数、人口指数、就业指数、国民素质指数等9项相对指标作为测量标准,引入主成分分析方法对中国省域公务员规模进行科学测量的结果表明,约占六成的公务员规模是适度的,绝大多数省区间的公务员规模呈现同质化。这可能是机构刚性和制度惯性所致。因此,各省区应科学界定政府职能与设置政府机构体系,完善公务员编制管理制度,推行公务员动态管理模式,优化公务员编制规模。
Taking the economic index,financial index,marketing index,area index,traffic index,communication index,population index,employment index,national quality index and other indexes as the measurement index,the paper conducted a scientific measurement on the scale of public servant at provincial level by applying the principal component analysis method.The result suggested that about 60% of the scale of public servants was moderate and in most of provinces the scale showed the consubstantial trend,which was caused by the inflexibility of the regulations.Therefore,each province should clarify the functions and systems of government at different levels,improve the post management regulations of public servants,put forward the dynamic management model of public servants and the optimize the scale of public servants.
