针对传统DEA方法中存在的问题，构建更加有效的DEA改进模型。在此基础上，结合我国26个省市地区的数据对我国高新技术企业技术创新绩效进行实证研究，改进后的DEA模型可以有效地解决“黑箱”问题，结论表明：我国高技术企业的技术创新绩效存在过分重视中间成果、而对于商品化阶段重视不足的问题。

Based on high-tech high-tech tion stage. Facing the problems in the traditional DEA method, the paper builds a more effective model of DEA this, it does empirical research on technological innovation performance of 26 provinces and cities of the enterprises.
