为客观、准确地评价区域知识获取能力，总结科技合作、技术转移和外资企业投资为区域知识获取能力的主要评价指标，构建区域知识获取能力的评价指标体系。基于最优组合赋权法建立区域知识获取能力评价模型，并对2008—2012年我国区域知识获取能力进行实证分析。结果表明：区域知识获取能力是区域科技合作、技术转移及外资企业投资水平的综合体现，与区域经济发展、居民收入及教育水平有显著的关联，科技合作对区域知识获取能力的影响明显大于技术转移和外资企业投资。实证评价结果有助于为区域知识获取能力提升及区域创新能力的促进提供实践借鉴。
英文摘要：
In order to objectively and completely evaluate regional knowledge acquisition, the paper summarizes the re- gional knowledge acquisition ability evaluation index includes science and technology cooperation, technology transfer and foreign capital enterprise investment establishes the regional knowledge acquisition ability evaluation index This paper es- tablishes the regional knowledge acquisition ability evaluation model based on optimal combination weight and analyzes the regional knowledge acquisition of 31 provinces during the period 2008-2012. The results show that science and tech- nology cooperation, technology transfer and foreign capital enterprise investment have a common effect on knowledge ac- quisition, science and technology cooperation is the most obvious. Empirical conclusions will provide practical reference for promoting regional knowledge acquisition and regional innovation.
