改革开放30年来，我国的城镇建设与城市化进程取得了辉煌成就，同时也引发人口过度增长、耕地减少、生态环境恶化等问题，用科学发展观来审视和指导我国城镇建设因此显得十分迫切和必要。文章指出国家建设资源节约型的国民经济体系的决策为我国城镇化道路指明了方向，强调在城镇化过程中，要严格保护水土资源，科学合理地控制速度和规模，努力实现城乡统筹，加快城乡一体化，建立严格的城市规划与建设管理制度，促进城镇生态环境良性发展。
英文摘要：
Since reform and opening up, China＇s urban construction and the process of urbanization has made brilliant achievements, but also lead to excessive growth of Citizens, arable land decreased and deterioration of the ecological environment and so on. With the scientific concept of development to guide China＇s urban construction, it is extremely urgent and necessary. This paper points out that resource-saving national economic system is correct road for China＇s urbanization. On the course of urbanization, it is necessary to protect the land and water resources strictly, to control of the speed and scale of efforts to achieve urban and rural co-ordination, to promote integration of urban and rural, the establishment of strict urban planning and building management systems, to Improve the urban Ecological Environment.
