随着工业化、城市化不断深入,环境问题越来越受到人们的关注,如何处理好环境规制与经济增长方式转变之间的关系成为学界研究的热点。该项研究在知识生产函数的基础上,采用动态计量经济方法对山东省环境规制对技术进步的影响进行了实证分析。结果显示环境规制与技术进步之间存在长期的动态均衡关系,环境规制对技术进步具有单向因果关系;环境规制对技术进步的促进作用随着时间的演进而持续增长.且该效应具有长期性和稳定性。以环境保护与污染治理为主要内容的环境规制在长期内是提高区域技术研发水平和研发质量,进而增强区域竞争力的重要因素。
With the deepening of industrialization and urbanization, more and more attention is paid to environmental issues. How to deal with the relationship between environmental regulation and economic pattern has become an academic focus. Based on the knowledge production function, this paper makes an empirical study of the impact of environmental regulation on technological progress of Shandong province using dynamic econometric method. The results show that, there is a long-term dynamic equilibrium between environmental regulation and technological progress, and the environmental regulation has a one-way causality on technological progress. The positive effect of environmental regulation on technological progress will sustain growth over time, and such effect is protracted and stable. Envirnomental regulation which includes environmental protection and pollution control as its main content is an important factor to improve the level and quality of regional R&D in the long-term, thereby to enhance the regional competitive power.
