随着城市化进程的发展，有大量劳动力涌入城市，某些大城市成为典型的移民城市。为了便于描述这些城市的人口增长情况，基于混杂系统控制给出了一种人口增长混杂模型，其优点在于可以描述人口在某一时刻的突增。利用生存理论和非光滑优化给出了人口控制的方法。最后，以上海市为例说明如何控制人口，给出了一套可行的方案。
英文摘要：
With the development of urbanization, more and more labors pour into cities. Some big cities become typical examples of migration. To describe the growth of population in these cities clearly, a population hybrid model based on hybrid control systems is given. It can describe the abrupt increasing population. A method of controlling the population is presented by means of viability theory and nonsmooth optimization. Finally, Shanghai is taking as an example to illustrate the results, and we workout a feasible solution.
