电力工业是国民经济的基础产业,科学评估电力失负荷价值(Value of lost load。VOLL),可为我国在制定电力规划、电力市场经济运行、电力需求侧管理与电力产业政策决策等方面提供科学的依据。基于国家或地区的投入一产出表与投入产出分析方法,作者提出了分析VOLL的数学模型。首先分析了各用电部门与最终消费者的电力消耗系数、电力经济价值、电力感应度系数等:然后从经济的角度,按照各类用户对电力需求价值的大小来对用户进行排序:进而按照电力对各类用户价值的不同,从价值损失最小的角度,推导出VOLL的计算公式。以我国2000年投入产出表为例进行的分析证明所提出的方法具有实用价值。
Electric power industry is the key industry of national economy. Correct evaluation of the value of lost load (VOLL) can provide scientific basis for power planning, economic operation of power market, DSM and policy decisions of power industry and so on. Based on the input-output chart and input-output analysis method, the authors propose a mathematical model for the analysis of VOLL. Here, firstly the power consumption coefficient, economic value of electricity, induction coefficient of electric power of various industries and final consumers; then in the viewpoint of economy, various consumers are arranged in order according to the big or small of their values of electricity requirements; and then based on the different values of electricity for various kinds of consumers, the formula to calculate VOLL is deduced. Taking the input-output table as the case, the analysis results show that the proposed method is practicable.
