英文摘要：
Transmission pricing is a key issue in an effective electricity market, and transmission prices must provide correct signals to allocate limited resources. The basic principle on transmission pricing was discussed, and the various transmission pricing methods were regarded as two classes： cost-based pricing and market-based pricing. From the view of social welfare maximization, efficient transmission pricing can cause difficulties in recovering fixed investment. Therefore, transmission pricing must be regulated and based on cost. When a power grid is only congested, the market-based pricing method is proper to allocate transmission capacity.
