In this paper, a way to express expert＇ s preference and aggregate their preference are proposed properly and a whole-process multilevel model of group decision making is developed based on the DS theory. This paper provides a new view and way for group decision making in uncertain environment, and it also has valuable inspiration and reference for sol- ving complicated decision making problems on practical world.
